I have 1M bbl BLCO on vessel in Ghana
$4 discount from my own Seller
If a fully capable buyer willing to engage based on following procedures

1. Sign initial Comm Invoice that will be followed by SPA contract for subsequent delivery .
2. Seller issues Marine ATB/ATS
3. Buyer confirms and issues SBLC. Seller orders for Marine ATB (authority to Board) documents for Dip Test inspection
4. Payment is made via 103 and Title is transferred to end buyer .

OR we can bring at Rotterdam after buyer issues SBLC at $1-2 discount so they can exit to majors at PLATT or $0.50 premium
