Do you ever bother this question why your JP54 is so hard to close? The main reasons as following:

1. There are rare chance for you to get spot offer, esp fuel in Tank, becuase that are belong to long term contract, not for spot buyer.

2. During winter season, Russia vesel hardly can leave port.

3. Nearly all Russia refineries refuse to offer platts discount due to oil price fluctuate vigorously, they don`t want to take risk on platts discount, only fix price available.
